CCS (CCA) Rules, 1965
- Railway servants;
- All India Services के members;
- casual employment में लगे persons;
- ऐसे persons जिनकी service एक महीने से कम notice पर समाप्त की जा सकती है;
- Central Civil Services, Group A
- Central Civil Services, Group B
- Central Civil Services, Group C
- Central Civil Services, Group D
Civil Posts under the Union को भी Group A, B, C और D में classify किया जाता है।
General Central Service
Appointing Authority
Rule 8 के अनुसार Central Civil Services और Central Civil Posts, Group A में appointments President द्वारा की जाती हैं।
- disciplinary proceeding contemplated या pending हो;
- Government servant State security
Review

Disciplinary Authority
Rules कुछ cases में Group C और Group D employees के संबंध में Secretary या Head of Office की powers का भी provision करते हैं।
Disciplinary Proceedings
Departmental Inquiry
Rule के अनुसार Rule 11 की clauses (v) से (ix) वाली major penalties impose करने से पहले prescribed inquiry procedure follow करना आवश्यक है, subject to exceptions provided in the rules.
- statement of imputations;
- relevant facts;
- documents की list;
Inquiring Authority
CCS (Conduct) Rules, 1964 के Rule 3-C के तहत sexual harassment complaint की inquiry के लिए Ministry, Department या Office की Complaints Committee को इन disciplinary rules के purpose के लिए inquiring authority माना गया है, subject to the procedure specified in the rule.
Inquiry report
Disciplinary Authority good and sufficient reasons
Inquiry Report
यदि disciplinary authority और Inquiring Authority के findings में disagreement है, तो Government servant को inquiry report के साथ disciplinary authority के tentative reasons for disagreement उपलब्ध कराए जाते हैं।
Procedure
Common Proceedings
Special Procedure — Rule 19
- conduct जिसके कारण Government servant criminal charge में convicted हुआ हो;
- ऐसी स्थिति जहां disciplinary authority लिखित reasons के आधार पर माने कि normal inquiry reasonably practicable नहीं है;
- President द्वारा किया गया order;
- interlocutory nature का order या disciplinary proceeding में final disposal की दिशा में उठाया गया कुछ interim step, suspension order को छोड़कर;
- Rule 14 inquiry के दौरान Inquiring Authority द्वारा passed order;
- Rule 10 के तहत suspension order;
- Rule 11 की कोई penalty;
- enhanced penalty;
- pay, allowances, pension या अन्य service conditions को disadvantage में affect करने वाला order;
- efficiency bar पर रोकने का order;
- certain cases में lower post/service पर reversion;
- pension को reduce या withhold करने से संबंधित order;
- suspension period के subsistence या other allowances से संबंधित certain orders।
Appeal
- concerned Government servant के अपने नाम से और separately होनी चाहिए;
- उस authority को दी जानी चाहिए जिसे appeal lie करती है;
- order बनाने वाली authority को इसकी copy भेजी जानी चाहिए;
- material statements और arguments contain करने चाहिए;
- disrespectful या improper language नहीं होनी चाहिए;
- और appeal complete in itself होनी चाहिए।
Appellate Authority appeal
इसके बाद appellate authority penalty को confirm, enhance, reduce या set aside कर सकती है या case को further action के लिए remit कर सकती है, subject to the safeguards specified in the rules.
Specified authorities अपने motion पर या otherwise case records call for करके Rules के तहत passed order को revise कर सकती हैं, subject to the conditions laid down in the rule.
Revision authority:
- order confirm, modify या set aside कर सकती है;
- penalty confirm, reduce, enhance या set aside कर सकती है;
- जहां penalty नहीं दी गई हो वहां prescribed conditions के अधीन penalty impose कर सकती है;
- case को further inquiry के लिए remit कर सकती है;
Penalty impose या enhance करने से पहले Government servant को proposed penalty के विरुद्ध reasonable opportunity of representation देना आवश्यक है।
Revision
Rule 29-A
Schedule
- Central Civil Services, Group A;
- Central Civil Services, Group B;
- Central Civil Services, Group C;
- Central Civil Services, Group D;
- Central Posts in Defence Services
CCS (CCA) Rules, 1965
Service Classification → Appointing Authority → Suspension → Disciplinary Proceedings → Penalty → Appeal → Revision/Review
CCS (Classification, Control and Appeal) Rules, 1965 Central Government employees
