## 🎯 Rule 14: Revision of Travelling Allowance

**Revision = Grade Pay change होने की स्थिति में  TA/DA में जो बदलवा होता है। **

## Defence Services Travel 󠀁[Regulation](https://cgda.nic.in/pdf/TravelEnglish.pdf)󠁿 Rule 14 के अनुसार 

“जब भी किसी Officer/JCO/Soldier की Grade Pay में कोई बदलाव होता है, चाहे यह बदलाव
Promotion या Downgrade के कारण हुआ हो, तो उनके TA/DA के सभी Benefits में भी बदलाव
करना जरुरी है”

## 📊 Promotion Comparison :-

मान लेते है आप पहले Captain थे और Promotion के बाद Major बन जाते तो आपके मिलने वाले
TA/DA  Benefits में निम्नलिखित बदलाव हो सकते है:-

## ⏱️ Retrospective Effect :-

Defence Service Regulation के Rule 14 के अनुसार  यदि आपका promotion Expected Date
से हो तो आपको आपके Promotion के Effective Date से ही आपको सभी Benefits मिलेंगे ।

**Practical Example:** मान लेते है की आपके Promotion का Effective Date 1/01/2026
को था परन्तु Promotion का Order 15/01/2026 को निकला तो आपके नई Grade Pay के अनुसार
आपको 01/01/2026 से ही सभी TA/DA Benefits मिलेंगे, लेकिन Retrospective Effect   तब
लागू होता है जब promotion order में explicitly लिखा हो और इसके साथ  expected date(
w.e.f) दर्ज हो, अगर यह Mention नहीं है तो आपको Retrospective Effect का फायदा नहीं
मिलेगा।

> > with retrospective effect, in respect of the period intervening between the 
> > date of promotion or reversion or grant of increased rate of pay, and that on

## 🔙 Reversion (Downgrade) के बाद क्या होता है?

यह एक बहुत ही दुर्भाग्यपूर्ण परिस्थिति है, अगर किस को किन्ही कारणों से उनके वर्तमान
Rank से Revert किया जाता है तो इस स्थिति में आपके TA/DA के Benefits को Revert कर
दिया जाये गए जिस Rank में Revert किये गए है उस Rank के Grade Pay के अनुसार।

## ❓ महत्वपूर्ण FAQ

Q1: क्या Promotion से तुरंत ही सब benefits मिल जाते हैं?

**उत्तर:**  Promotion order के effective date से

Q2: अगर Promotion order में Effective Date न दिया हो?

**उत्तर:** Promotion Order की तारीख से ही effective मान लिया जायेगा।

Q3: क्या Reversion के बाद पहले वाली benefits वापस मिल सकती हैं?

**उत्तर:** **नहीं।**

Q4: क्या सभी Types के TA/DA changes में Revision apply होता है?

**उत्तर:** **हाँ, सभी में।**

Q5: क्या Revision के लिए कोई application देना होता है?

**उत्तर:** **नहीं**

तो अगली बार जब पार्ट-2 आर्डर में “Promoted with retrospective effect” लिखा आए, तो
Pay Arrears की खुशी मनाएं, लेकिन पुराने TA/DA बिलों को फिर से खंगालने में वक्त बर्बाद
न करें। **Rule 14 साफ़ कहता है – जो बीत गया, सो बीत गया!**
