# Ayushman CAPF FAQ: CAPF जवानों और परिवार को कैसे मिलेगा Cashless Treatment?

Central Armed Police Forces (CAPFs) के serving personnel और उनके dependents को healthcare
सुविधा उपलब्ध कराने के लिए **Ayushman CAPF** योजना चलाई जा रही है। यह Ministry of
Home Affairs (MHA) और National Health Authority (NHA) की joint initiative है।

यह scheme NHA के IT platform पर लागू की गई है और इसके माध्यम से eligible beneficiaries
NHA के साथ empaneled Health Care Organizations (HCOs) में cashless healthcare services
प्राप्त कर सकते हैं। जनवरी 2024 में **NDRF को भी इस scheme में शामिल किया गया।**

## Ayushman CAPF का लाभ किन्हें मिलता है?

FAQ के अनुसार निम्न forces के serving personnel और उनके eligible dependents scheme
के benefits प्राप्त कर सकते हैं:

 * Assam Rifles
 * Border Security Force (BSF)
 * Sashastra Seema Bal (SSB)
 * Central Reserve Police Force (CRPF)
 * Central Industrial Security Force (CISF)
 * National Security Guard (NSG)
 * Indo-Tibetan Border Police (ITBP)
 * National Disaster Response Force (NDRF)

NDRF को जनवरी 2024 में scheme में शामिल किया गया था।

## क्या Ayushman CAPF पूरे देश में लागू है?

हाँ। FAQ के अनुसार scheme को देशभर में उन **CGHS empaneled private hospitals** में
लागू किया गया है जिन्होंने NHA के साथ MoU किया है, साथ ही AB PM-JAY के अंतर्गत empaneled
public और private hospitals भी इसके network का हिस्सा हैं।

## Ayushman CAPF Card कैसे मिलेगा?

Beneficiary का data संबंधित Force Headquarters के पास रहता है। Card प्राप्त करने
के लिए beneficiary को **e-KYC verification** पूरा करना होता है।

यह दो तरीकों से किया जा सकता है:

 1. Unit या empaneled hospital में designated **Pradhan Mantri Arogya Mitra (PMAM)**
    के माध्यम से।
 2. NHA के Ayushman mobile app पर Aadhaar details के जरिए self e-KYC करके।

e-KYC और respective force के nominated L2 approver की approval के बाद card mobile
app से download किया जा सकता है या PMAM उसका printout उपलब्ध करा सकता है।

महत्वपूर्ण बात यह है कि **verified Ayushman CAPF card का printout भी cashless treatment
के लिए पर्याप्त है।**

## Plastic Ayushman CAPF Card खो जाए तो क्या करें?

Scheme के शुरुआती समय में 2021 में plastic cards जारी किए गए थे। FAQ के अनुसार **
2022 से plastic cards जारी करने की practice बंद कर दी गई।**

यदि पुराना plastic card खो गया है तो beneficiary approved Ayushman CAPF card का 
printout प्राप्त कर सकता है। Cashless services के लिए verified card का printout 
पर्याप्त है।

## Card में नाम या दूसरी details गलत हों तो?

यदि Ayushman CAPF card में name, date of birth या dependent relationship जैसी details
गलत हैं तो correction NHA level पर नहीं किया जाता।

Beneficiary database की correctness की जिम्मेदारी respective Force की है। इसलिए 
correction के लिए beneficiary को अपनी force के designated official से संपर्क करना
होगा।

## Aadhaar जरूरी है?

FAQ के अनुसार Ayushman CAPF ID activate करने के लिए **Aadhaar number mandatory**
है। इसके साथ beneficiary की live photograph भी capture की जाती है।

Individual verification Aadhaar से होती है। Family-level verification के लिए service
certificate या respective force द्वारा जारी dependent card का इस्तेमाल किया जा सकता
है।

## Newly married spouse या newborn को कैसे जोड़ा जाएगा?

Beneficiary database संबंधित Force Headquarters maintain करता है। Newly married 
spouse या अन्य family member को add/update कराने के लिए serving personnel को respective
Force HQ के designated officer से संपर्क करना होता है।

Newborn baby के मामले में **6 महीने की आयु तक treatment mother के नाम और उसके Ayushman
CAPF card पर किया जा सकता है।** छह महीने के बाद बच्चे का Ayushman CAPF card आवश्यक
है।

## Cashless treatment के लिए क्या चाहिए?

Empaneled HCO में cashless healthcare service प्राप्त करने के लिए सामान्यतः beneficiary
के पास:

 * CAPF Hospital/Government Hospital का referral, और
 * Active Ayushman CAPF Card

होना चाहिए।

Empaneled private HCO में beneficiary **PMAM** से संपर्क कर सकता है। PMAM beneficiary
verification, registration, hospitalization और scheme से जुड़ी जानकारी में सहायता
करता है।

## Referral Letter क्या है?

Referral letter government facility, CAPF HCO या निर्धारित स्थिति में Army Medical
Corps के doctor द्वारा जारी किया जाने वाला document है, जिसका उपयोग NHA-empaneled
network HCO में planned OPD/IPD cashless treatment के लिए किया जाता है।

FAQ के अनुसार सामान्य referral **एक महीने** या निर्धारित सीमा तक valid रहता है। 
Cancer और specified chronic cases में referral की validity **तीन महीने** हो सकती
है।

वहीं **75 वर्ष या उससे अधिक आयु** के beneficiaries listed investigations/procedures
के लिए बिना referral empaneled HCO में cashless services ले सकते हैं।

Emergency में भी referral mandatory नहीं है, लेकिन treating doctor को emergency 
condition authenticate करनी होती है।

## क्या Government Hospital में specialist को दिखाने के लिए referral चाहिए?

नहीं। FAQ के अनुसार beneficiary किसी Government HCO में specialist की OPD consultation**
बिना referral** प्राप्त कर सकता है।

## Emergency में non-empaneled hospital जा सकते हैं?

हाँ। Emergency की स्थिति में beneficiary non-empaneled hospital में treatment करा
सकता है।

ऐसी स्थिति में पहले beneficiary को खर्च स्वयं करना पड़ सकता है और बाद में serving
personnel reimbursement claim submit कर सकता है।

FAQ में 3 June 2024 की MHA guidelines के अनुसार non-empaneled hospital के मामले 
में treating doctor द्वारा emergency certificate और निर्धारित स्थिति में Medical
Superintendent की countersignature का provision बताया गया है। Reimbursement CGHS
rates और applicable guidelines के अनुसार किया जाता है।

## Reimbursement claim कौन कर सकता है?

एक महत्वपूर्ण provision यह है कि reimbursement portal पर claim **serving personnel
ही raise कर सकता है।**

Family member या dependent स्वयं reimbursement claim raise नहीं कर सकता।

Approved claim का payment electronically serving personnel के bank account में किया
जाता है।

## Reimbursement claim कितने समय में करना है?

FAQ के अनुसार reimbursement claim treatment की तारीख से **6 महीने के भीतर** raise
किया जाना चाहिए।

यदि किसी कारण से claim छह महीने में submit नहीं किया जा सका तो prescribed procedure
के तहत respective Head of Department level से condonation letter प्राप्त करने की
आवश्यकता पड़ सकती है।

## क्या treatment पर कोई financial cap है?

FAQ का एक महत्वपूर्ण provision है कि **CAPF beneficiaries के medical services की
cost पर कोई overall cap नहीं है।**

इसका अर्थ यह नहीं है कि हर प्रकार का खर्च स्वतः reimbursable होगा। Treatment, reimbursement
और applicable rates पर scheme/CGHS guidelines लागू रहती हैं।

## Hospital में Ward Entitlement कैसे तय होगा?

CGHS empaneled hospitals में IPD admission के लिए ward entitlement 7th CPC के basic
monthly pay के अनुसार बताया गया है:

| ₹36,500 तक | General Ward | 
| ₹36,501 से ₹50,500 | Semi-Private Ward | 
| ₹50,500 से ऊपर | Private Ward |

यह classification uploaded FAQ में दी गई है।

## Hospital treatment देने से मना करे तो?

यदि empaneled hospital treatment deny करता है तो beneficiary respective state के
nominated nodal officer या Force Headquarters के liaison officer से संपर्क कर सकता
है।

FAQ में grievance के उदाहरण भी दिए गए हैं, जैसे:

 * Empaneled private HCO द्वारा services देने से मना करना
 * Cashless service के लिए payment मांगना
 * Admission या treatment से संबंधित अन्य समस्या

## Transfer होने पर नया Ayushman CAPF Card चाहिए?

नहीं। Ayushman CAPF card **state-specific नहीं है।**

Personnel का दूसरे state में transfer होने पर भी वही card जारी रह सकता है। Deputation
के मामलों में card portability feature continuity बनाए रखने के लिए उपलब्ध है।

## Discharge के समय medicines का क्या provision है?

FAQ में CGHS guidelines के अनुसार discharge medicines के लिए अधिकतम **₹2,000 तक 
capped amount** का उल्लेख है और medicines अधिकतम सात दिनों तक के लिए cover की जा
सकती हैं, subject to prescription और applicable conditions।

Essential medicines को consideration में लिया जाता है, जबकि vitamins, tonics, cough
syrup, nutritional supplements और कुछ अन्य non-essential items को इसमें शामिल नहीं
किया जाता।

## CAPF personnel के लिए सबसे जरूरी बातें

Ayushman CAPF का लाभ लेते समय beneficiary को अपना **Ayushman CAPF card active** 
रखना चाहिए। Planned private empaneled treatment के लिए applicable referral requirements
को पहले verify करना चाहिए।

Emergency में अलग provisions लागू होते हैं। यदि treatment का खर्च स्वयं किया गया
है तो reimbursement claim और supporting documents समय पर submit करना महत्वपूर्ण 
है।

Card या beneficiary data में गलती होने पर NHA के बजाय संबंधित Force के designated
authority से correction कराया जाना चाहिए।
